Davao Del Norte State College (DNSC) and the Social Entrepreneurship, Technology, and Business Institute (SETBI) College Education Behind Bars sealed its partnership with a Memorandum of agreement signed by Dr. Aland Mizell, President of Social Entrepreneurship, Technology, and Business Institute (SETBI); Attorney Susan Cariaga, Vice President of SETBI; the Davao Del Norte State College ‘s President Dr.Joy M. Sorrosa; and Girley S. Gumanao, VP Academic and Research of DNSC, singed the Memorandum of Agreement on February 20,2020 , at the Davao Del Norte State College Conference room. Davao Del Norte State College ‘s President Dr.Joy M. Sorrosa (DNSC). “ we have commonality on purpose and aspiration for drug free Philippines. DNSC President Stated. “ We strongly believe, the drug problem is a social problem; therefore, it is everybody’s problem , and everybody has a responsibility and a role to play. PDL ‘s re-entry begin at the point of their entry into the Prison. And an effective rehabilitation program should be in placed before PDL’s transition from custody to into society and begin their new lives. This is what we believe at the College Education Behind Bars. Not only ensure that PDL serve their sentences in a safe , secure setting but also to return them to their communities and families as restored , reform , rehabilitated and law biding citizens. We have bene committed to changing lives, one inmate , one day, at a time. A variety of opportunity and outlets are devoted to the pre- release process at the College Education Behind Bars, four year college degree, recovery programs, Senior High Schools degree, Vocational training, faith based courses, life skills development help prepare e PDL for long term success.” Dr Mizell said.
SETBI is already running a college program in partnership with the Bureau of Jail Management and Penology (BJMP) and the University of Southeastern Philippines ( USEP) having successful lunched the College Education Behind Bars, the first kind in the Philippines and Asia to provide college education Behind Bars and constructed a College campus inside the Davao City Jail.The Memorandum of Agreement for this College Education Behind Bars project was signed by Dr. Aland Mizell, President of Social Entrepreneurship of Technology and Business Institute (SETBI), and Attorney Susan Cariaga, Vice-President of SETBI; and Ronald Dela Rosa, Director General of the Bureau Corrections. Gerardo F. Padilla, MPA, Supperintendent Davao Prison and Penal Farm August 6, 2018, at the Davao Prison and Penal Farm.The Social Entrepreneurship Technology and Business Institute, Inc. (SETBI), by partnering with the Bureau of Corrections (BuCor) has initiated a “College Education Behind Bars” Second Campus at the Davao Prison and Penal Farm. This program aims to provide the inmates, both male and female, who are mostly drug dependent, the means to advance their education in prison. It also offers them a recovery program with their college diplomas, so that if or when they are released, they are fully equipped to go back into society as a contributor to nation building and not a burden to their family and community. Through the College Education Behind Bars mentoring and recovery program, detainees enhance skills critical to completing a college degree and building trust in personal relationships. Both activities significantly increase prisoners’ chances of succeeding when returning to the community.
A replication of program at the Prison and Penal Farm, formerly known the Davao Penal Colony ( DAPECOL) , one which also include a prerequisite recovery program. All PDL students are required to go through a recovery program whether inside or outside. SETBI has already successfully completed its third academic year of pairing academics and rehabilitation. Dr. Aland Mizell conceived of and founded the first “ College Education Behind Bars” in the Philippines in 2016 with the encouragement of Attorney Susan Cariaga. The Social Entrepreneurship Technology and Business Institute SETBI funded College Education Behind Bars building and furnished the classrooms at the Davao City Jail. This Program allows PDL to earn a degree from DNSC / USEP while serving their Prison Sentence. In October 2017, The Commission on Higher Education ( CHED) also entered into a Memorandum of Understanding with SETBI for the Possible nationwide expansion of the College Education Behind Bars Program. Four-Years Degree College Education through USEP / DNSC
- Bachelor of Technology in Computer Science (4 years)
- Bachelor of Science in Agricultural Business(4 years)
- Bachelor of Science in Food Technology (4 years)
- Bachelor of Science in Social Entrepreneurship ( 4 years ) PDL students will study the same university, read same text books, same assignment and complete the equivalent college lever assignment as the “outside’ When PDL students graduate , they will receive a diploma from the USEP or DNSC for having completed its college program. The The only differences is that USeP / DNSC professor will travel to the College Education Behind Bars inside Jail or Prison . Before students enroll in the program, the educational professionals will assess and screen detainees for basic literacy and readiness for college and will document their grade level, vocational assessment needs, length of sentence, and security clearance. SETBI Currently administers a college program in partnership with the Bureau of Jail Management and Penology and the University of Southeastern Philippines
