The University of Southeastern Philippines (USeP) Mintal Campus proudly celebrated the achievements of 335 graduates during the 47th Commencement Exercises for Graduate and Undergraduate Programs held on September 10, 2026, at the USeP College of Development Management Gymnasium, Mintal, Davao City.With the theme, “USeP@47: Building Dreams. Elevating Excellence. Empowering Communities,” the ceremony honored 122 graduate and 213 undergraduate students whose journeys reflect resilience, academic dedication, and a shared commitment to serving communities through knowledge and purposeful action.Among the Class of 2026 were five graduates from the University’s College Education Behind Bars (CEBB) program. ally present to receive their diplomas after completing the academic requirements for the Bachelor of Science in Agricultural Business. Their participation stood as a meaningful testament to the transformative power of accessible and inclusive education. The CEBB graduates were accompanied by Dr. Aland David Mizell, President of the Social Entrepreneurship, Technology, and Business Institute (SETBI), and SETBI Vice President Atty. Susan Cariaga. In his message, Dr. Gabales reminded the graduates that their diplomas represent not only the completion of a degree, but also the sacrifices and support that brought them to this defining moment. “Your diploma brings more than the name of a degree. It symbolizes years of effort, the support of your families, the guidance of your professors, and the confidence that USeP placed in your potential,” he said.
He also challenged the graduates to bring their education into the places where it can make a real difference. “Behind every policy is a person, behind every statistic is a story, and behind every development plan is a community hoping for a better tomorrow,” Dr. Gabales emphasized. Commencement Speaker Dr. Maricar R. Casquejo, Regional Director of the Commission on Higher Education Regional Office XI, called on the Class of 2026 to carry their USeP education with courage, purpose, and a deep sense of responsibility.
“Class of 2026, today, you leave USeP with a diploma in your hands, but more importantly, with a responsibility to turn what you have learned into something that matters,” Dr. Casquejo said.
She encouraged the graduates to live up to the meaning of being a 𝐔𝐒𝐞𝐏𝐈𝐀𝐍: one who 𝐔nderstands, 𝐒erves, 𝐞levates, 𝐏erseveres, 𝐈nvests, 𝐀ppreciates, and 𝐍ever forgets.
“Build dreams, not only your own, but those of others; pursue excellence with purpose; empower communities through what you know, what you do, who you are, and how you serve,” she said In the valedictory address of Ms. Maica D. Gementiza, the representative of the graduating class reflected on the uncertainties and struggles that shaped the students’ academic journeys, while recognizing the families, mentors, friends, and classmates who helped them reach graduation day. The Class of 2026 now steps beyond the walls of the University carrying the knowledge, values, and sense of social responsibility nurtured by USeP. Our graduates are living proof that SETBI College education Behind Bars can change lives and create a more just and equitable society . This graduation represents more than individual achievement . it’s a power example of what possible when institutions like SEBTI, Usep and work together to open door to opportunity where have long been closed. College Education Behind Bars has been the key to help me to show me my talent is bigger than my crime , “ SETBI student said. This education journey inside not been easy, but the support and guidance I have received from SETBI, and Usep Teachers have been invaluable. I am looking forward use my degree to make a positive impact on my family and community”. As graduates look a heads to life outside of the jail , SETBI will continue to provide support through its reentry program , helping alumni transition successfully into society, help them to find job , and professional pursuits.
𝘊𝘰𝘯𝘨𝘳𝘢𝘵𝘶𝘭𝘢𝘵𝘪𝘰𝘯𝘴, 𝘊𝘭𝘢𝘴𝘴 𝘰𝘧 2026!
SETBI , in partnership with the Bureau of Jail Management and Penology (BJMP) and University the Southeastern Philippines ( Usep ), launched the College Education Behind Bars (CEBB) program in 2017 at the Davao City Jail, enabling eligible Persons Deprived of Liberty (PDLs) to pursue and complete a four-year college degree. Considered the first program of its kind in the Philippines, the initiative was further institutionalized through BOR Resolution Nos. 18A and 18B, s. 2019, reaffirming the University’s commitment to expanding access to quality higher education for PDLs.
To date, CEBB has been benchmarked by several institutions for replication in correctional and jail facilities across the country, following national government directives. Participation in the program is likewise recognized under the Good Conduct Time Allowance (GCTA) policy, enabling qualified PDLs to earn sentence reductions and facilitating their earlier reintegration into society.
CEBB program has produced more than 130 graduates. As of School Year 2025–2026, 160 Students are actively enrolled in the Bachelor of Science in Industrial Technology major in Electronics and the Bachelor of Science in Agricultural Business programs and Senior High School in both campuses

On March 4, 2023, the CEBB program was recognized as one of the winners under Category A: Outstanding Government Program/Project in the CY 2022 Davao Region Excellence Awards for Project Implementation and Monitoring (DREAPIM), highlighting its significant contribution to inclusive and transformative education.
